We have advised and represented clients regarding a wide range of major FCC matters. For example, we have been actively involved in recent FCC rulemaking proceedings in which the agency is considering fundamental reforms to the existing intercarrier compensation and federal universal service regimes. We also served as lead FCC counsel for Nextel (now Sprint Nextel) in the FCC’s 800 MHz rebanding proceeding, which is generally regarded as one of the most significant and complicated proceedings that the FCC has conducted in the wireless area. In addition, we also have substantial experience with FCC merger review proceedings, having represented Nextel in the Sprint–Nextel merger proceeding, MCI in the Verizon–MCI merger proceeding, and Comcast in the Comcast–AT&T Broadband merger proceeding.
We have advised and represented clients on regulatory issues relating to the deployment and use of Voice over Internet Protocol (VoIP) for the transmission of voice and other communications. The Commission is likely to continue to devote considerable attention to a variety of VoIP-related issues, especially as part of efforts to reform the intercarrier compensation and federal universal service regimes.
We are familiar with the issues that state public service commissions frequently address and have advised clients on state certification issues, and the interplay between state and federal jurisdiction in areas such as interconnection, the unbundling of network elements, VoIP services, and commercial mobile radio services.
Our clients often look to us for regulatory and strategic analysis of the telecommunications aspects of business plans that they have under consideration. These types of projects typically involve not only the assessment of the regulatory issues raised by a new service offering, but also an evaluation of the likely FCC reaction and the administrative process that an FCC review would entail. In addition, we have been asked from time to time to analyze various state and federal legislative proposals and outline the potential implications if the bills were to become law.
