RUTH MILKMAN
Ruth Milkman has extensive experience in all aspects of telecommunications law, representing and advising clients on common carrier, wireless, satellite, and international telecommunications matters.
Prior to joining the firm, Ms. Milkman served as Senior Legal Advisor to Chairman Reed E. Hundt at the FCC, and acted as chief operating officer for the Commission’s policy agenda. She had particular responsibility for spectrum issues, developing and implementing a market-oriented spectrum policy, including the FCC’s first spectrum auctions.
While at the FCC, Ms. Milkman also served as Deputy Chief of the International Bureau. In that capacity, she was responsible for global and domestic satellite licensing and for international spectrum policy. As Deputy Chief of the FCC’s Common Carrier Bureau, Ms. Milkman oversaw development of policies relating to universal service, Bell Operating Company entry into long distance, numbering issues, and accounting safeguards.
Ms. Milkman is a graduate of Harvard University, where she earned a Bachelor of Arts degree magna cum laude (1981) and was elected to Phi Beta Kappa. She received her law degree cum laude from the University of Michigan Law School (1985). After graduating from law school, Ms. Milkman served as a law clerk to the Honorable J. Harvie Wilkinson III, U.S. Court of Appeals for the Fourth Circuit. She is a member of the bar of the District of Columbia.
