A. RICHARD METZGER, Jr.

Richard Metzger is widely regarded as one of the most knowledgeable telecommunications lawyers in the country. As head of the firm’s telecommunications practice, he represents and advises clients on a wide range of regulatory, antitrust and related issues. Mr. Metzger has also served as an expert witness regarding common carrier regulation.

Prior to joining the firm, Mr. Metzger served as Chief of the Common Carrier Bureau at the FCC. The Common Carrier Bureau is responsible for providing policy recommendations to the Commission on issues relating to the regulation of long distance and local telephone companies. As Chief, Mr. Metzger advised the Chairman and Commissioners on a diverse array of policy matters, including mergers, price regulation of local telephone companies, competition in local telecommunications markets, numbering issues, and the entry of Bell Operating Companies into long distance.

Mr. Metzger also served as Deputy Chief of the Common Carrier Bureau during the agency’s initial implementation of the Telecommunications Act of 1996, the first comprehensive reform of the federal communications statute in more than 60 years. In that capacity, he supervised the preparation of scores of notices of proposed rulemaking and orders that were required by the 1996 Act.

Prior to joining the FCC, Mr. Metzger was a member of the law firm of Rogers and Wells, resident in the firm’s Washington, D.C. office. His practice consisted largely of representing clients in the field of telecommunications, but he also advised other clients on natural gas and electric utility matters.

Mr. Metzger is a graduate of Williams College, where he earned a Bachelor of Arts degree cum laude (1971) and was elected to Phi Beta Kappa. He received his law degree from Georgetown University Law Center (1976). After graduating from law school, Mr. Metzger served as a law clerk to the Honorable Murray M. Schwartz, U.S. District Judge for the District of Delaware. He is a member of the bars of the District of Columbia and the Commonwealth of Massachusetts.
