RICHARD D. MALLEN
Rick Mallen specializes in telecommunications law at both the state and federal level, with a focus on wireline and wireless matters. While at the firm, he has provided counsel on a wide range of legal issues and has worked on major rulemaking proceedings at the FCC, such as the UNE Triennial Review Proceeding, the 800 MHz Rebanding Proceeding, and recent proceedings regarding Telecommunications Relay Services. Mr. Mallen also has worked on several merger proceedings, including the AT&T-Comcast merger and the Verizon-MCI merger. In addition, Mr. Mallen has developed expertise in several bodies of law related to telecommunications, including federal privacy statutes, the Administrative Procedure Act, and the Paperwork Reduction Act.
Prior to joining the firm, Mr. Mallen practiced law at the New York office of Coudert Brothers, where he focused on international litigation and arbitration. He is a summa cum laude graduate of Dartmouth College (1986) and a cum laude graduate of Harvard Law School (1991). He also holds a Ph.D. in English literature from the University of Virginia (2000), and has published several scholarly essays on law-and-literature topics. He is a member of the bars of the District of Columbia and the State of New York.
